Populærvitenskapelig sammendrag av avhandlingen:
Vulnerability plays a complex role in refugee protection. While it helps address the specific needs of particularly vulnerable refugees, it can also exclude those deemed less vulnerable, weakening their access to rights and protections. This thesis introduces the concept of non-asylum-grounding vulnerability to distinguish between vulnerabilities that justify asylum (e.g., persecution or human rights violations) and those that arise after displacement, such as social exclusion and disempowerment in host communities. Defined as the potential denial of access to conditions that foster inclusion, non-asylum-grounding vulnerability highlights gaps in current policies that fail to fully protect refugees. I argue that recognizing this form of vulnerability is essential to prevent sanctuary from becoming an alienating experience and to ensure meaningful refugee protection. Through an analysis of three key policies – conditional financial support, differential early inclusion, and minimal reception facilities – I demonstrate how these policies exploit refugees’ non-asylum-grounding vulnerability. By recognising the interconnectedness between refugees and receiving societies, this thesis calls for policies that prioritise integration and accommodation, enabling refugees to rebuild their lives as active social members of their new communities.
